In the sprawling world of One Piece, Devil Fruits are often categorized by how flashy, destructive, or overpowered they appear at first glance. We hear names like Gura Gura no Mi or Magu Magu no Mi and immediately think of powerhouses like Whitebeard or Akainu. But what about the fruits that don’t get the same spotlight, despite having abilities that could potentially reshape battles, manipulate minds, or even bend reality?

One Piece: Every Strong Haki User, Ranked
The strongest haki users in One Piece are revered for their power and have clashed against powerful opponents on the sea.
This list is about those Devil Fruits. The ones fans often brush past. The ones with goofy esthetics, strange users, or misleading names. But underneath all that are powers that, in the right hands, could break the world.
These are the most underrated Devil Fruits in the One Piece series.

Horo Horo No Mi
Perona
This Devil Fruit can make you lose the will to live, literally.
Perona’s Horo Horo no Mi lets her create Hollows, ghost-like projections that phase through targets and instantly drop their morale to zero. No matter how tough or proud you are, once her ghosts pass through you, your mental defenses are shattered. You collapse into a depressive heap, unable to lift a finger, much less swing a sword.
And that’s not all. Perona can create explosive Mini Hollows and even astral project her own consciousness, leaving her real body hidden somewhere safe. In terms of espionage and incapacitation, her abilities offer the perfect toolkit.
Yet, in the world of One Piece, she’s treated as comic relief. Perhaps it’s her bratty personality, or the gothic lolita look that makes people underestimate her, but make no mistake: her power is horrifyingly effective.
Just imagine her at Marineford. If Perona had floated a few ghosts across the battlefield, even Admiral-level opponents might have crumbled long enough for Luffy and Ace to escape. She didn’t need Haki. She didn’t need brute force. All she needed was proximity and a few seconds. That’s how dangerous the Horo Horo no Mi really is.

Horu Horu No Mi
Ivankov
Empathy and flamboyance aside, Ivankov may be one of the most terrifying users of a Paramecia-class fruit. The Horu Horu no Mi grants him the ability to control hormones, his own or others’. With a finger jab, he can alter your gender, change your body’s chemistry, and even supercharge your adrenaline to let you survive injuries that should be fatal.
During the Impel Down arc, Ivankov quite literally gave Luffy a second chance at life. After Magellan’s poison attack left him nearly dead, it was Ivankov who used hormone injections to keep Luffy fighting through the pain. These weren’t just medical miracles; they were acts of biological manipulation.
He can make people stronger, awaken latent power, or collapse your immune system if he wishes. In the wrong hands, this Fruit would be a tool for domination or warfare. But because Ivankov uses it in the name of freedom and revolution, its deadliness often gets glossed over.

Bisu Bisu No Mi
Charlotte Cracker
The Bisu Bisu no Mi lets Cracker create and manipulate biscuits at will. Sounds silly at first, until you realize how he turned it into one of the most effective combat fruits in the New World.
Cracker can harden his biscuits to steel-like density, forming giant armored soldiers that fight for him. During the Whole Cake Island arc, Luffy couldn’t even land a hit on the real Cracker for eleven hours because he kept hiding inside biscuit constructs.
These biscuit warriors regenerate endlessly and are powered by Cracker’s imagination. He can create walls, weapons, armor, and even clone himself, all from something as innocuous as flour.

As the world of One Piece unfolds, the unresolved mysteries continue to feel like a world that was buried alive.
What makes this Fruit even more terrifying is its potential in large-scale warfare. Imagine thousands of biscuit soldiers defending an island. Add in some Haki and you’ve got an army that doesn’t bleed, tire, or question orders.
The only reason Luffy won was because Nami used her weather abilities to soften the biscuits with rain. In any other situation, Cracker would have been an unstoppable fortress.
4
Bari Bari No Mi
Bartolomeo
The Bari Bari no Mi gives Bartolomeo the power to create unbreakable, invisible barriers, and for some reason, people still treat it like a support ability. But in combat, this Fruit can be used for much more than defense.
Bartolomeo can shape his barriers into walls, stairs, domes, or even a massive fist to launch enemies sky-high. During the Dressrosa arc, he blocked King Elizabello’s legendary “King Punch,” a blast that could supposedly level a castle. His barrier didn’t flinch.
He can trap enemies inside, block attacks from any angle, and use his shields as launchpads. The most dangerous aspect of the Bari Bari no Mi is its extremely indestructible barriers. There’s no known attack in the series that has ever broken through one.
Even Gol D. Roger’s crew feared this fruit when it belonged to Kurozumi Semimaru during Oden’s time. That should be your first clue.
If Bartolomeo wasn’t such a fanboy, if he actually trained his fruit the way someone like Law or Doflamingo would, he might be invincible. No sword, no fist, no laser beam can touch him.
3
Hana Hana No Mi
Nico Robin
make no mistake: this Fruit is built for assassination, interrogation, and instant K.O.s.
She can sprout limbs, arms, legs, even eyes, on any surface, including a person’s body. In the blink of an eye, she can form dozens of arms behind an opponent and dislocate their joints with precision. She’s done it on giants, fishmen, and trained soldiers alike.
Over time, Robin refined her control. In Wano, she introduced a terrifying new form, Demonio Fleur, in which she transforms into a massive black demon, overpowering a Tobiroppo member like Black Maria. That fight was a turning point. For the first time, fans saw Robin use her Devil Fruit with the full intent to kill.
Robin’s ability shines because of her tactical brilliance. Her only real limit is stamina, and the fact that she prefers non-lethal outcomes.
If she wanted to, she could end most fights before they even begin. Quietly. Efficiently.
2
Doku Doku no Mi
Chief Warden Magellan
The Doku Doku no Mi should be feared on the same level as the Logias. It lets the user create and control poison in every form, liquid, gas, even sludge. Magellan doesn’t just generate toxins; he becomes a walking biohazard.
When Luffy broke into Impel Down, Magellan nearly killed him with a single venom spray. He can flood entire rooms with deadly gas, coat his fists in neurotoxin, and transform into a massive Hydra made entirely of poison.
No one escaped Impel Down under his watch. Even Blackbeard, after facing him head-on, had to retreat in agony, his crew barely surviving the aftermath. It took a massive internal collapse and multiple coincidences for the prison break to succeed.
And that’s the tragic part: people forget just how strong Magellan was. Because he wasn’t flashy or part of the main pirate wars, his fruit gets overlooked.
However, in terms of raw lethality, only a few fruits come close. One touch, one breath, that’s all it takes.
1
Hobi Hobi No Mi
Sugar
On paper, Sugar looks like a minor threat. She’s a child, she doesn’t fight, and she’s mostly in the background. But the Hobi Hobi no Mi might be the scariest Devil Fruit in the entire series.
With a single touch, she can turn any living being into a toy. That alone is devastating, but the real horror is what comes next: the world forgets that person ever existed.
In Dressrosa, she single-handedly kept an entire rebellion underground by transforming hundreds of civilians and warriors into toys. People forgot their own families. Enemies vanished without a trace.
And as long as Sugar stays conscious, those transformations are irreversible. No cure, no counter. She was the backbone of Doflamingo’s regime, not Trebol, not Diamante, not even Doflamingo himself.
If she had the stamina or the willpower to use her Fruit globally, Sugar could erase kingdoms. The Hobi Hobi no Mi doesn’t just remove enemies from the battlefield; it rewrites reality.
It’s a god-tier fruit hiding behind a tea party and a plate of grapes.
